What Are the Healthy Homes Standards?
The Healthy Homes Standards were introduced to improve the quality of rental properties across New Zealand. They set out specific criteria in five key areas to ensure homes are warm, dry, and healthy for tenants. These standards are:
The final deadline for all rental properties to comply with the Healthy Homes Standards is 1st July 2025. Failure to comply can result in fines of up to $7,200 per property, along with potential legal action from tenants.

Heating Standard
- Rental properties must have a fixed heating device in the main living area capable of maintaining a minimum temperature of 18°C.
Insulation Standard
- Ceiling and underfloor insulation must meet or exceed the required R-values, ensuring properties retain heat effectively.
Ventilation Standard
- Rental homes must have adequate ventilation, including opening windows in living spaces and extractor fans in kitchens and bathrooms.
Moisture and Drainage Standard
- Properties must have efficient drainage systems to prevent moisture build-up, and ground moisture barriers are required where applicable.
Draught Stopping Standard
- Landlords must block any unnecessary gaps or holes that let in cold air, ensuring homes remain energy-efficient and comfortable.
