Legislation under the Residential Tenancies Act is fast-moving and becoming increasingly complex. On top of that, we have the Healthy Homes Standards, MBIE audits, Building Act, PCBU’s and Health & Safety. You must get this right, and it is our job to steer our clients through the legislative requirements.

  • Smoke Alarms: Specific areas within a home
  • Health & Safety: Comprehensive management of all contractors, licensing, compliance and insurance
  • Asbestos Identification: Management Plan, training on identifying materials
  • Methamphetamine Testing: Testing, treatment, and actioning contamination
  • Insulation: Partnerships, assessments, quotes, access, certificates
  • MBIE Audits: New investigative powers given to MBIE to action complaints by tenants

Healthy Homes

  • Heating standard - one or more fixed heaters to maintain minimum indoor temperature of 18˚C. More information here.
  • Insulation standard - it is compulsory to have ceiling and underfloor insulation. More information here.
  • Moisture ingress and drainage standard - properties must have efficient drainage and ground moisture barrier. More information here.
  • Ventilation standard - rental homes require openable windows in living and dining rooms as well as bedrooms and kitchens. Bathrooms and kitchens also require extractor fans or an acceptable continuous mechanical ventilation system. More information here.
  • Draught stopping standard - properties shouldn't have unreasonable gaps or holes in walls, ceilings, windows, skylights, doors and floors which could cause noticeable draughts. More information here.

Compliance Deadlines

  • July 2019 - Insulation standard (compulsory ceiling and underfloor insulation)
  • July 2021 - Boarding houses must comply with Healthy Homes Standards. Private rentals must comply with Healthy Homes Standards within 90 days of any new/renewed tenancy agreement. Click here to find out when your rental needs to meet the standard.
  • July 2023 - All Kāinga Ora (formerly Housing New Zealand) houses and registered Community Housing Provider houses must comply with the healthy homes standards.
  • July 2024 - All rental properties must comply with the healthy homes standards.
